I flew out of the DR last week. Before going through immigration I went off to the side where you pay your overstay penalty. I had only overstayed by a couple of weeks so the chart indicated that I was to pay 2,500 RD$. When the lady behind the counter ran my passport, the computer indicated I should pay 4,000 RD$. The computer was wrong, evidenced by my entry stamp, so the lady only charged me the 2,500 fee. When I got to the immigration agent, she said I had to go to a special line because my passport had been blocked. Of course I was shocked because I had never done anything for it to be blocked. The agent in the special line then explained to me that now every foreigner who overstayed their visa would automatically have their passport blocked until they paid the overstay fee — I guess enough foreigners where finding a way to get out of the country without paying the overstay penalty to make Immigration act against it. In my case even though I paid and had my receipt, the system was still blocking my passport so the attendants used other means to unblock it. Be aware… Also, see local translated article about number of foreigners that were deported/escorted out of the DR in the month of September alone:
